When the humans arrived in the Isles of Atlantis, they discovered the world of magic that laid hidden there. The key to this are the Nine Dragons: magical and ephemeral beasts that grant humans power based on sets of criteria. Each is supposedly also a star, and together they are represented by the Celestial Lotus, a nine-petaled lotus constellation. There are eight commonly revered dragons (and one which has a slight taboo on it).
The closer one adheres to the criteria, the more power the dragon is likely to give you. However, training is still required to channel this power. Additionally, each dragon chooses a human representative (the Lotuses) who is bestowed with a large amount of their power and acts as their primary agent on earth. The Lotus decides what to do with the power, but is influenced by the desires of the dragon.
The power of the Imperial Lotus is really just their station as Emperor, however, Emperors before have been given the title of Lotus for another dragon. While the title of Imperial Lotus is passed down by bloodline, the other titles are given freely by the dragon- but once given, they cannot be taken away until the current Lotus dies.
Each Lotus has a mark of a Lotus somewhere on their body, however, it is only visible when they use their powers. They also are usually given some form of weapon or object that contains the spirit and wisdom of the first Lotus of their dragon, as well as an object that enables them to speak with said spirit and occasionally the Dragon itself underneath the light of the Celestial Lotus constellation.
The First Petal: the Dragon of Royalty
While the Imperial Lotus doesn't truly have magical powers, their position as Emperor lends a power of its own and the imperial bloodline is blessed with incredible telekinetic powers. They command the general populace as well as the Eight Lotuses, and that was deemed enough power to balance things out for them.
Those of the First Lotus, after they graduate, are often given positions as nobility, military commands, or serve as teachers in the Academy.
The current Imperial Lotus is His Majesty the Emperor, with the title of the Emperor. I promise the others are less redundant.
The Second Petal: the Dragon of Exploration
Power Over: Earth, beasts, explorers
Criteria:
People of the Second are sensitive to the feelings and thoughts of animals around them, especially animals which are especially close spiritually to them (such as a dog they've raised since puppyhood). Their Lotus can manipulate the Earth around them.

The Third Petal: The Dragon of Creation
Power Over: Fire, metal, magical forging
Criteria:
The Third Petal's power is over the fire of the forge. Although in some respects this overlaps with the Sixth, the Third's abilities are definitely more those of forging and creation than war. They have control over metals which enables them to shape weaponry better, as well as the ability to control the temperature of fire.
Their Lotus has a much larger control over fire.

The Fourth Petal: The Dragon of Secrets
Power Over: Shadows, poison, underground
Criteria:
Those of the Fourth are stealthier than most, and can fade into shadows. At the highest power one can attain before becoming the Lotus, they can literally disappear into shadows. Their Lotus can move swiftly through shadows and can use their own shadow like a familiar. It can scout forward but it can't interact with objects or hear things, and can only see in black and white. It can speak only with the Lotus.

The Fifth Petal: The Dragon of Vindication
Power Over: Light, ice, healing
Criteria:
Those of the Fifth have healing powers, and can manipulate the light around them to a certain degree. Their Lotus can bend and twist the light and focus it until it will cause burns on people.

The Sixth Petal: The Dragon of War
Power Over: Fire, steel, swordsmen
Criteria:
Although the powers of the Sixth overlap with the powers of the Third, the Sixth's powers involve more hacking and hewing than the Third's. The Sixth's fire is that of rage and bloodlust, and their steel is the steel of their blades.
Those of the Sixth can call their weapons back to their hands (sometimes using their voices to assist). Their Lotus is endowed with superhuman strength which increases with how angry they get.

Power Over: Metal, creativity, inventors
Criteria:
Sevenths can manipulate most metals with their mind. Their Lotus has extremely potent telekinesis.

Those of the Eighth can create illusionary duplicates of themselves and teleport short distances. Their Lotus has the ability to reshape their face like a mask.

When people are diseased or weak, they can kill with a glance. Ninths also have power over acid and lightning, and powerful sorcerers can conjure these elements in battle. Their Lotus is the Grim Reaper.
